Yotsuya is not a valley. As those who live in Tokyo will know, the area around Yotsuya station is not extremely depressed compared to the surrounding areas.

As for the third explanation, it would have been better to build the line above ground rather than underground from the start.
If it was impossible to build an overground line because there were too many buildings, then an elevated line should have been built.

Yotsuya, as the name suggests, has been around since the Edo period (1603-1868).
As the name suggests, it was actually a ‘valley’ before the Edo period.
But for some reason, Ieyasu Tokugawa seems to have reclaimed this valley.

In front of JR Yotsuya Station, a ground surface was discovered that appears to be a “street” where many people used to walk. The archaeological team also found similar ground 12 metres underground in Kitanomaru Park.
In addition, at Kioicho and Hirakawacho in Chiyoda-ku (RAPT note: this is also a site in Yotsuya), former ground was found at a depth of 10 metres.
